Sticky Fingers?

Today, my evil ghetto bus driver who hates children and is known either as "sir" or "mr. bus driver" came over the loudspeaker to scold some sixth grader who had been...i don't know... poking someone. This is a true account of what he said.

Mr. bus driver: "I thought I told ya'll not touch each other. What, you have peanut butter an' jelly on yo fingers? You gotta touch someone?"

This obviously made no sense. I presumed he meant that we had "sticky fingers," but that of course means something else entirely. And he was not scolding us for stealing...so what? If this makes sense to ANYBODY out there, please comment and tell me what he meant. Because me and the rest of the bus would like to know. ;)
